'Soft' drug decriminalization

I support the decriminalization of 'soft' drugs, as I feel the greatest harm is from associating with those that sell them.

But with rights (to toke) must come responsibilities:

Minors may not use these drugs.
Employers are still free to insist upon employees being free from drugs.
You may not receive a benefit if you test positive for dope (see above)
You can grow your own, but may not sell, trade or raffle- just like with homemade spirits. In fact, you MUST grow your own.
A landlord may refuse permission to grow or use dope on their property and doing so, or consuming constitutes grounds for eviction.

Also, those selling illicit drugs shall receive life imprisonment, or the death penalty for supplying to a minor.
