Yes- its buggered

Time to stop mucking about and put the past behind. These old structures have had their day and need to go. Build something that looks like them out of modern materials, if you wish, but its time to lose this 'preserve the old at all costs' nonsense.

Time to move on.

As several other commentators have noted; statistically, there will be more people in newer buildings than older building. For the benefit of those who tend not to think things through that much: if the same amount of people where in both new and old buildings when the quakes struck the death toll would be much, much higher.
