A fuckwit trap!
Ever seen a fuckwit trap?- they are many types out there.
No point in billing him for the repairs we would all pay then. Whats the bet some Gvt Dept will suggest him attending an obstacle course training programme so he doesn't hurt himself next time
He is not the first to impale himself on a school fence.
Personally I think it is a pity that schools have had so many problems with unwanted visitors that they have to put up fences to start with, let alone one with spikes.

To add insult to injury they should bill him for the repairs.
Those that would want it taken down might want to do a mood of the nation test. They might find we've reached our bullshit level thanks.
Expect more fences and more Ngawai sheriffs.

He'll be in line for victim counselling at least, if not financial compensation.
I'm happy for my taxes to go to fixing the fence. I say make them standard.
