Cold feet- build here...

The shell of the new non-staffed prison is even already there!

Sulphur can be mined and traded for food (I'm sure theWWII K ration can be revived)

Best of all, the underfloor heating is already there!

Knowing the NZ Army they probably have substanial stores of the stuff. However I think you are being over generous giving K rations to crims, I was thinking along the lines of weevilly ships biscuit and salted pork. I mean if teh Royal Navy can defeat the Spanish Armada and the French on such luxuries it clearly must be fit for criminals.

... best of all there is already a gas supply laid on. Pity it tends to be sulphur dioxide....
