I read an article on this somewhere some time back. I cant recall the detail, but apparantly its easy to neutralize. A set of ear-plugs or somesuch and you may as well be proadcasting Brahms.
For this riff-raff, I personally recommend a pump-action shotgun and bean-bag rounds, issued to each and every cop with instructions to use the things at the slightest provocation.

With the LRAD and a couple of tasers as back up the Boys in Blue would clean up the student scum with a minimum of fuss.
