Try another trick
Leave the age for purchasing drink where it is, BUT bring back the offence of public drunkeness AND add an extra penalty on for offenses comitted when pissed.
Absolutely. Once apon a time, there was a 20 quid fine for being found drunk in a public place We used to turf them out in the morning after they has signed a guilty plea and handed over the twenty, which we clipped to the plea and sent it off to court. This way they didnt get a history. Unfortunately, it was wiped in 1981 when the Summary Offences Act came into being and the Police Offences Act was wiped.
