Here is a hard fact of life.
HALF of all people are below average intelligence.
That is how life works, yet we don't have half of us consigned to oblivion.
There are still plenty needed to fetch water and hew wood- while we don't have as many stables to muck out, we now have the warehouse for those who don't win a prize in the sweepstake of life.
And there is still the public service...
